According to Mark Hurd, the CEO of HP, when CEOs recognize, reward, promote, demote, or fire an employee, they send a message to employees what they value and therefore, a corporate culture will be shaped accordingly.
At HP, first make a strategy, then come up with best operating model to implement the strategy, and then get the best people to bring the operating model into reality.
